Background:
MidPen Housing is a nonprofit that builds, owns, and manages affordable housing throughout the Bay Area. In partnership with the Housing Authority of the County of San Mateo (HACSM), MidPen Housing is proposing to replace all 150 existing apartments at Midway Village, as well as add 405 more affordable apartments to the site. The new development will also include community-wide benefits, such as rebuilding a community childcare center operated by Peninsula Family Service and a new location for the existing City park.

1. How many stories will the new buildings be?
The buildings we envision for the new community will be a mix of 2, 3 and 4 stories tall with a mix of townhomes and small-scale apartment buildings. The public edges of the site will consist of 2- and 3-story townhomes and the new Bayshore Park. Our goal is to respect and honor the neighborhood context of 2-story townhomes while also building enough housing to address the dire need for affordable housing in San Mateo County.
2. What will happen to the current residents?
All current residents will have the opportunity to move into one of the new apartments and the way rent is calculated for existing households will not change. We do not plan on moving anyone away from Midway Village during construction. We expect the construction of Midway Village will happen in 3 or 4 phases, with the first phase being constructed on the vacant park site. Since we do not have to demolish any housing to get started with the first phase, no one will have to move until the first phase is completed. We will then move residents directly from their current apartment to their new permanent apartment at Midway Village. We will also pay for all moving assistance and expenses.
3. How many apartments are you proposing to build?
We are proposing to build 555 total apartments and townhomes at the new community. This includes the current 150 apartments, which will be demolished in phases in order to free up enough space for the new 555 apartments and townhomes. Each phase will consist of building about a fourth of the total new apartments. The below chart shows units by bedroom count, comparing the current unit counts to the total counts once all four phases of the project are built.

4. What are the income limits for households applying to live there?
The below table reflects 2019 income limits in San Mateo County by household size. Please note that the U.S. Department of Housing and Urban Development (HUD) updates these limits annually; thus, the 2019 limits shown here will not be applicable by the time the project’s first phase is ready for lease-up, estimated to be in 2023.
5. What will happen to the park?
The existing park located off of Midway drive will be replaced and will be the same size as it is now, as required by a contract between the Housing Authority of the County of San Mateo and the City of Daly City. We are planning to relocate the park to front on Schwerin Street, which will make it more inviting and accessible to the surrounding neighborhood. The City of Daly City will complete the redevelopment of the park at this location, including potential new amenities like playgrounds, a soccer field, and basketball courts.
6. What input will Midway Village residents and community members have on design issues?
MidPen engaged in six months of outreach to take feedback from the current residents at Midway Village. Our outreach to the 150 Midway Village households included:
- Met individually with 75 of the 150 Midway Village households to understand what they like and dislike about their current apartment;
- Met collectively to ask for input and reaction to images of other housing developments to see what they would like to have at the new Midway Village;
- Met collectively with residents to create models of the new development’s site plan. We received input about desired shared and private amenities, the new location for the park, access, and site security.
- Presented the new site plan to residents prior to submitting it to the City.
7. What is the City’s process for reviewing the project?
We submitted our master plan to the City for review in June 2019. The project will be reviewed by the planning commission and City Council. Those meetings have not yet been scheduled. The project’s environmental impact is also being reviewed. This study will be made publicly available once a final draft is complete.
8. How can I add my name on a waitlist or interest list?
MidPen properties fill vacancies from a property’s waitlist. Please visit MidPen’s website (www.midpen-housing.org) to see which properties have open waitlists. For MidPen properties currently under construction, each property has its own interest list. An interest list will be created once Midway Village is under construction. At that time, if you're interested, complete the Online Inquiry Form to be added to the interest list. Before the property is ready to accept leasing applications, MidPen will mail those on the interest list (to the mailing addresses provided) information on where to pick up a leasing application.
9. What is the schedule for starting and completing construction?
We anticipate starting construction on the first phase in late 2020 or early 2021. All three phases of construction will likely be complete by 2028. If it turns out that an additional phase is necessary, it would take two more years to complete.
